		<abstract label="Abstract" encodinganalog="520$a">The face of the
		  American workforce changed when the Civil Rights Act of 1964 was passed. Thus,
		  when Florida Technological University opened in 1968, the university employed
		  J. Phillip Goree, Vice President for Administration and Finance as the Equal
		  Opportunity Officer. From its beginning, the Equal Opportunity Office has
		  facilitated campus policies and programs for students, faculty, staff,
		  applicants, visitors, and community members in accordance with statutes and
		  guidelines. The collection holds materials concerning the University&#x2019;s
		  implementation of federal affirmative action programs and civil rights
		  regulations during the 1970s as well as the affects on faculty, staff,
		  students, recruitment practices, and federal funding to the University.

		<p>The records were transferred to non-current records storage by the
		  Equal Opportunity and Affirmative Action Program Office and from there to the
		  University Archives in 2005.</p>

		<p audience="internal">Rusted paper clips were removed and replaced with
		  plastic clips. News clippings were photocopied onto acid-free paper. All
		  materials were rehoused in acid-free folders and boxes. Duplicates were removed
		  and social security numbers were obliterated. Post-it notes were moved to the
		  edge of documents to prevent destruction of information.</p>

		<head>Historical Note</head> 
		<p> The 
		  <subject>Civil Rights Act</subject> of 1964 affected everyone in the
		  United States of America. For Florida Technological University (later
		  University of Central Florida), this act and subsequent others meant
		  implementing equal opportunity policies. From its founding to 1978, FTU
		  employed 
		  <persname>J. Phillip Goree</persname>, Vice President for
		  Administration and Finance as the Equal Opportunity Officer. He put into affect
		  many opportunities for equal education and affirmative action programs.
		  Goree&#x2019;s assistant Janice Brodie compiled all the University&#x2019;s
		  records dealing with salary, employment, recruitment, and enrollment of
		  minorities and women. These findings were presented to federal Health,
		  Education, and Welfare (HEW) officials for review. On July 31, 1974 President
		  Millican appointed a functional task force to carry out and maintain the HEW
		  regulations of Affirmative Action and Equal Educational Opportunity programs.
		  In 1979, President Colbourn hired Carol Surles as the first Director of Equal
		  Opportunity and Affirmative Action, shortly afterwards establishing an office
		  of the same name with the help and encouragement of Dr. John T. Washington.
		  Presently, the Equal Opportunity office reports to the President and continues
		  to monitor and ensure equality regulations for men and women of all races. </p>

		<head>Collection Scope and Content</head> 
		<p>The materials in the Equal Opportunity Office Collection are arranged
		  in two series:</p> 
		<p>Series I: Chronological Files, 1970-1977 contains information on Civil
		  Rights including university and Equal Opportunity office correspondence,
		  newspaper and magazine articles, and publicity materials promoting and ensuring
		  the proper use of the 1964 Civil Rights Act.   It also includes the athletics programmatic audits from 1985 to 1988.</p> 
		<p>Series II: Subject Files, 1969-1987 holds correspondence, progress
		  reports, grant proposals, recruitment letters, Federal Health, Education, and
		  Welfare (HEW) letters, investigation documentation into discrimination claims.
		  Equity status reports of enrollment, salary, and employment of minorities and
		  women within the university are also included.</p>
